One Soil Baseline, Five Agencies: Fixing Federal Land Monitoring

American ranchers navigating federal programs face an absurd reality: the same soil, on the same ranch, gets monitored and reported on by five different federal agencies - each with its own protocols, paperwork, timelines, and inspectors.

Follow a Wyoming rancher through a single year: an NRCS conservation plan with its own photo points and utilization surveys in spring; a BLM permit renewal with a different utilization methodology in early summer; an RMA insurance baseline; an FSA disaster verification visit when drought hits; and a Forest Service allotment inspection in fall with yet another set of photo points. Dozens of hours repeating the same information to five different inspectors about the same land.

The land doesn't care which agency is looking at it. Soil health is soil health. Yet none of these agencies ends up with continuous data - they all take annual snapshots, at different times, with incompatible methods, mostly measuring grazing intensity rather than land health.

What This Costs

Add up the field staff time across five agencies, the duplicated travel, redundant lab tests, parallel data systems, and producer hours, and the total plausibly runs into the hundreds of millions of dollars annually - our own back-of-envelope estimate from agency staffing levels and program scopes, offered as an order of magnitude rather than an audit. The Government Accountability Office has separately flagged monitoring coordination across federal land management as an improvement opportunity.

And what does the spending buy? Duplicated snapshots of utilization percentages - not one continuous, comparable record of whether the land is actually getting healthier.

The Alternative: One Standardized Baseline

How it would work:

  1. A rancher enrolls in verified monitoring: baseline testing, standardized protocols, GPS-referenced locations, independent data collection.
  2. Data flows to a shared dashboard that all five agencies can read: current soil organic matter, trend line, infiltration rates, vegetation composition.
  3. Agencies decide on outcomes: NRCS ties conservation payments to measured soil improvement; BLM and the Forest Service assess permit compliance on whether land health is trending up; RMA prices drought insurance to soil resilience (higher organic matter genuinely is drought resilience); FSA verifies disaster impacts from data instead of site visits after the fact.
  4. Redundant field visits collapse into one annual verification, freeing agency specialists for technical assistance instead of duplicate paperwork.

Better Data, Not Just Cheaper Data

The savings argument is real, but the data argument is stronger. Continuous monitoring beats annual snapshots. Standardized protocols beat five incompatible methodologies. Trend-based assessment catches decline early instead of documenting it afterward. And measuring soil health directly - rather than grazing utilization as a proxy - finally aligns what agencies measure with what taxpayers actually want: healthier land.

Carter Ranch shows what that record looks like: soil organic matter tracked from a 1.1% baseline to 2.27% in 2020, 4.43% in 2024, and 5.0% in 2025 under continuous independent monitoring. One dataset, one methodology, a clear trend - the kind of evidence no stack of utilization surveys can produce.

The Path There

Pilot: a few dozen ranches across several western states, running verified monitoring alongside traditional agency methods to demonstrate correlation, time savings, and cost. Framework: agency guidance accepting verified third-party monitoring for program compliance - authority that largely exists already under current statutes. Scale: expand as the pilot proves out, with monitoring costs shared between producers and the conservation programs that benefit from better data.

Executive Order 14414 ordered USDA to expand regenerative agriculture programs - but as we've written elsewhere, it contains no verification standard. A standardized monitoring baseline is precisely the infrastructure that makes outcomes-based federal programs auditable instead of aspirational.

The Politics Actually Work

Fiscal conservatives get less bureaucracy and measurable returns on conservation spending. Environmental advocates get transparent, auditable land-health data on public lands. Ranchers get one monitoring system instead of five, and the freedom to manage adaptively against outcome standards. Agency staff get better data and more time for real technical assistance. It's a rare alignment - which is exactly why it's worth pushing.
